Southern Union prepares this report to comply with the Jeanne Clery Disclosure of
Campus Security Policy and Crime Statistics Act. The full text of this report can

then go to News/Events. Campus crime, arrest and referrals statistics include those
reported by campus security, local law enforcement agencies surrounding our main
campuses and alternate sites, Residential Life, College Judiciary, campus officials
(including but not limited to directors, deans, departmental heads, staff, advisors
to students/student organizations, athletic coaches, evening coordinators) and the
Division of Student Affairs.
Inquiries regarding the information contained herein should be directed to Tiffany

2. Witnesses to any of the above-described situations will be asked to
provide written statements and otherwise assist college officials and law enforcement
officers in the investigation of the situation. Information provided by witnesses
will be held in the strictest of confidence. It shall be an offense subject to appropriate
disciplinary action for any Southern Union State Community College employee or student
to file a false report of, knowingly make a false statement about, or interfere
with the investigation of, any situation of the nature described in paragraph A.1.
on page 1. If you are a victim of a crime and do not want to pursue action within
the College System or the criminal justice system, you may still want to consider
making a confidential report. The purpose of a confidential report is to comply
with your wish to keep the matter confidential, while taking action to ensure the
future safety of yourself and others. The College will use this information to maintain
accurate records, determine patterns of crime (methods, location or assailant) and
create a proactive approach to address the situation. The information filed in this
manner will be counted and disclosed in the annual crimes statistics for the institution.
3. The College’s designated official or officials will take all reasonable
action to prevent or minimize any harm to the employees, students, and visitors
of Southern Union State Community College. Furthermore, it shall be the duty of
said official(s) to notify the appropriate law enforcement agency in the event of
an act of a criminal nature, or of any other nature (for example, a traffic accident)
which would ordinarily involve law enforcement officials. Additionally, it shall
be the duty of said official(s) to contact the appropriate fire department, emergency
medical agency, or other authority or agency which is due to be notified of the
respective incident.
B. SECURITY OF, AND ACCESS TO, CAMPUS FACILITIES
1. It is the policy of Southern Union State Community College that any
criminal act; act or threat of violence; injury; destruction of college or personal
property; traffic accident; or other situation which occurs on any campus operated
by Southern Union State Community College, and which may constitute an emergency,

Southern Union has established procedures to ensure that students are secure while
they are enrolled in the programs of the College. Southern Union offers day and
evening classes on three campuses: Wadley Campus - Roberts Street, Wadley, AL 36276;
Valley Campus -Fob James Drive, Valley, AL 36854; and Opelika Campus - 1701 Lafayette
Parkway, Opelika, AL 36803. 3 Southern Union contracts Dothan Security Incorporated

The Wadley Campus has residence halls and athletic events. In addition to security guards, the College employs a Residence Hall Coordinator, a part-time substitute Coordinator and six Residence Hall Assistants. These personnel are scheduled as such to ensure a minimum of two staff members on campus twenty-four (24) hours a day, seven (7) days a week, while school is in session. Policy governing visitation in the residence halls has been developed and published in the College Catalog/Student Handbook. Information concerning this policy is also posted in the lobbies and at all outside entrances in each residence hall.
Door propping is strictly prohibited. Violators of security policies are subject to disciplinary actions. Residents are encouraged to report any maintenance deficiency to the residential coordinator. Residents are encouraged to always lock their door when leaving, even if they are going down the hall. Additionally, residents are encouraged to carry some form of personal property insurance.
Residential Visitation Policy:
The residence lobby is for the use and convenience of students and their dates or invited guests. This area is not designed for unscheduled group activities. Persons in the lobby creating unnecessary noise will be in violation of college regulations and will be required to leave. Lobby visitation is permitted from 8:00 a.m. to 6:00 p.m. daily. Residents and non-residents may visit in the rooms of residents of the same sex daily from 8:00 a.m. to 11:00 p.m. All non-resident must sign-in and out at the desk in the lobby.
Open Visitation (visitation between members of the opposite sex) in the residence hall is allowed only under the following guidelines established by the college.
- Open visitation hours are granted from 6:00 p/m. until 10:00 p.m. daily.
- Visitors are required to sign-in to a specific room and to remain in that room only. They must also leave identification with residence assistant at the lobby desk.
- Visitors must be at least 18 years of age or Southern Union students or members of the student’s immediate family.
- The student or roommate has the right to refuse visitation.
- Doors must be ajar while members of the opposite sex are visiting in a room.
OFF-LIMITS: Outside areas around the campus are off limits to all persons (except residents returning) after 11:00 p.m.
C. CAMPUS LAW ENFORCEMENT POLICIES AND PRACTICES
Southern Union security services are provided by Dothan Security Services, Inc. (DSI). DSI security officers have the authority to ask a person for identification and to determine whether individuals have lawful business at Southern Union. Security officers have the authority to issue parking tickets which are billed to the financial accounts of students, faculty and staff. The officers do not possess arrest power. They enforce the student code of conduct as published in the College Catalog/Student Handbook and are alert to violations of local, state, and federal laws which are reported to the local police department. College security personnel and local law enforcement agencies share information on a regular basis. Campus security officers have the capability of radio communication with local police at all times. Security personnel are required to file a report within twenty-four (24) hours of the occurrence criminal or emergency incident. The Security officers are expected to maintain highly professional working relationships with the local police departments both city and county. All crime victims and witnesses are strongly encouraged to immediately report the crime to campus security and the appropriate police agency. Prompt reporting will assure timely warning notices on-campus and timely disclosure of crime statistics. All incident reports are forwarded to the security supervisor and then the Dean of Students office for review, follow up and potential action from the College.
D. CAMPUS PROGRAMS ON SECURITY AND SAFETY
All students, faculty, and staff are provided information concerning campus security procedures and practices through publications, forum, orientation, residence hall meetings, and special presentations.
E. CRIME PREVENTION PROGRAMS FOR STUDENTS AND EMPLOYEES
Crime prevention demands constant interaction and outreaching to students, faculty and staff. Southern Union’s crime prevention program emphasizes community awareness and interaction through the dissemination of materials and presentations focused on informing students, faculty and staff about their responsibilities in reducing criminal opportunity. Crime prevention, personal safety and theft prevention
information was presented during the pre-college orientation sessions. The Residential Life program provide a series of programs and information addressing topics such as personal safety, drug awareness, domestic violence, sexual assaults, identity theft, community and campus safety. Additionally, campus safety tips are posted on the campus security web site at www.suscc.edu.
In the Fall Semester Professional Development Meetings, Elijah Christian of DSI, conducted a workshop on emergency preparedness to all faculty and staff. Various programs are sponsored by student organizations throughout the year.
OFF CAMPUS ACTIVITY POLICY
A student is subject to disciplinary action by the College, up to and including dismissal, for misconduct occurring on any property owned or controlled by the College, or off campus at any function which is authorized, sponsored or conducted by the College, or in parking lots adjacent to areas or buildings where College functions are being conducted.
SEX OFFENSE
The College educates the student community about sexual assaults and date rape through the mandatory freshmen and transfer pre-college orientations each fall. Additional informational sessions are provided through student activities and residential life departments. Campus Security offers sexual assault information to students, staff and faculty upon request.
If you are advised the victim of a sexual assault at this institution, the first priority is your safety. You are advised to obtain medical attention. The incident should be reported to officials in a timely manner. Filling a report will not obligate the victim to prosecute, nor will it subject the victim to scrutiny or judgmental opinions from officers. The report is intends to:
- Ensure the victim receives the necessary medical treatment.
- Institute an investigation and collection of evidence.
- Provide a referral for confidential counseling.
Additional disciplinary guidelines are detailed in the student handbook/code of conduct.
SOUTHERN UNION STATE COMMUNITY COLLEGE
Sexual Assault Prevention and Response
Southern Union educates the student community about sexual assaults and date rape through mandatory freshman orientations each fall. The Wadley, Opelika, and Valley Police Departments offer sexual assault education and information programs to college students and employees upon request. Literature on date rape education, risk reduction, and college response is available through the Coordinator of Student Living.
If you are a victim of a sexual assault at this institution, your first priority should be to get to a place of safety. You should then obtain necessary medical treatment. The local law enforcement strongly advocates that a victim of sexual assault report the incident in a timely manner. Time is a critical factor for evidence collection and preservation. An assault should be reported directly to a Security Officer and/or to the Coordinator of Student Living. Filing a police report with a Security Officer will not obligate the victim to prosecute, nor will it subject the victim to scrutiny or judgmental opinions from officers. Filing a police report will:

ensure that a victim of sexual assault receives the necessary medical treatment and tests, at no expense to the victim.
Ø
provide the opportunity for collection of evidence helpful in prosecution,which cannot be obtained later (ideally a victim of sexual assault should not wash, douche, use the toilet, or change clothing prior to a medical/legal exam).
Ø
assure the victim has access to free confidential counseling from counselors specifically trained in the area of sexual assault crisis intervention.
When a sexual assault victim contacts the Coordinator of Student Living the local enforcement will be notified as well. The victim of a sexual assault may choose for the investigation to be pursued through the criminal justice system and the College Judiciary Committee, or only the latter. A representative from the Police Department or the Office of the Coordinator of Student Living will guide the victim through the available options and support the victim in his or her decision. The College’s Campus Security offers sexual assault information to students, staff and faculty upon request. Counseling and support services outside the College system can be obtained through Cheaha Mental Health Center, Randolph County Health Department, Lee County Health Department, Valley County Health Department and the Rape and Sexual Abuse Center.
College disciplinary proceedings, as well as special guidelines for cases involving sexual misconduct, are detailed in the Student Handbook. The Handbook provides, in part, that the accused and the victim will each be allowed to choose one person who has had no formal legal training to accompany them throughout the hearing. Both the victim and accused will be informed of the outcome of the hearing. A student found guilty of violating the College’s sexual misconduct policy could be criminally prosecuted in the state courts and may be suspended or expelled from the College for the first offense. Student victims have the option to change their on-campus living situations after an alleged sexual assault, if such changes are reasonably available.
DRUG-FREE WORKPLACE POLICY
In compliance with the drug-free workplace requirements of Public Law 100-690 for the recipients of Federal contracts and grants, the following policy is in effect for Southern Union State Community College.
The unlawful manufacture, distribution, dispensation, possession, or use of a controlled substance is prohibited by Southern Union State Community College on any property owned, leased, or controlled by Southern Union State Community College or during any activity conducted, sponsored, or authorized by or on behalf of Southern Union State Community College. A “controlled substance” shall include any substance defined as a controlled substance in Section 102 of the Federal Controlled Substance Act (Code of Alabama, Section 20-2-1, et seq.)
Southern Union State Community College has and shall maintain a drug-free awareness program to inform employees about the dangers of drug abuse in the workplace; the college’s policy of maintaining a drug-free workplace; any available drug counseling, rehabilitation, and employee assistance program; and the penalties that may be imposed upon employees for drug abuse violations.
Any employee who is convicted by any Federal or State Court of an offense which constitutes a violation of paragraph 2 above shall notify the College President in writing of said conviction within five (5) days after the conviction occurs. Conviction, as defined in Public Law 100-690, shall mean “a finding of guilt (including a plea of nolo contendere) or imposition of sentence, or both.
In the event of a report of a conviction, where the employee is working in a project or program funded through a Federal contract or grant, Southern Union State Community College shall notify in writing within ten (10) days any Federal agency to which such notification by Southern Union State Community College is required under Public Law 100-690.
In the event an employee violates paragraph 2 above or receives conviction as explained in paragraph 5 above, the respective employee shall be subject to appropriate disciplinary action which may include, but is not limited to, termination of employment. Southern Union State Community College shall also reserve the right to require said employee, as a condition of continued employment, to satisfactorily complete a drug treatment or rehabilitation program of a reasonable duration and nature.
Southern Union State Community College shall make a good faith effort to ensure that paragraphs 1-6 above are followed. Each employee of Southern Union State Community College shall receive a copy of this policy.
LEGAL SANCTIONS – (FEDERAL, STATE AND LOCAL LAW)
Legal sanctions under local, state and federal law for unlawful possession, use, or distribution of illicit drugs and alcohol include imprisonment and fine. A listing of penalties for specific offenses can be found in the Titles 13A and 28 of the Alabama Code, available in the Campus Security, Dean of Students and Dean of Student Development, the library and the Southern Union Web page.
Health Risk Associated with the Use of Illicit Drugs and the Abuse of Alcohol
- Alcohol – Alcohol consumption causes a number of changes in behavior and physiology. Even low doses significantly impair judgment, coordination, and mental functioning. Statistics show that alcohol use is involved in a majority of violent behaviors on college campuses (e.g., acquaintance rape, vandalism, fights, and incidents of drinking and driving). Continued abuse may lead to dependency. alcohol abuse often causes permanent damage to vital organs and deterioration of a healthy lifestyle.
- Marijuana – The use of marijuana may impair or reduce short-term memory and comprehension, alters sense of time, and reduces coordination and energy level. Marijuana users often have a lowered immune system and an increased risk of lung cancer. SUH is an active ingredient in marijuana and is stored in the fatty tissues of the brain and reproductive system for a minimum of 28 to 30 days.
- Hallucinogens – Lysergice acid (LSD), mescaline, and psilocybin cause illusions and hallucinations. Users may experience panic, confusion, suspicion, anxiety, panic, and loss of control. Delayed effects, or flashbacks, can occur even when use has ceased. Phencyclidine (PCP) affects the section of the brain that controls the intellect and keeps instinct in check. Because PCP blocks pain receptors, violent PCP episodes may result in self-inflicted injuries.
- Cocaine/Crack – Cocaine users often have a stuffy, runny nose, may have a perforated nasal septum, experience restlessness, demonstrates pressured speech, and has hypertension. The immediate effects of cocaine use include dialed pupils and elevated blood pressure, heart rate, respiratory rate, and body temperature. Depression episodes often follow cocaine/crack use. Crack, or freebase rock cocaine, is extremely addictive and can cause delirium, hallucinations, blurred vision, severe chest pain, muscle spasms, convulsions and even death.
- Amphetamines – Amphetamines can cause a rapid or irregular heartbeat, tremors, loss of coordination, collapse, and death. Heavy users are prone to irrational acts.
- Heroin – Heroin is an opiate drug that causes the body to have diminished pain reactions. The use of heroin can result in coma or death due to a reduction in heart rate.
- Methamphetamine – Methamphetamine is a powerful addictive stimulant that dramatically affects many areas of the central nervous system. The drug can easily be made in clandestine laboratories from relatively inexpensive over-the-counter ingredients and can be purchased at t relatively low cost. These factors make methamphetamine a drug with a high potential for widespread abuse. Methamphetamine is sometimes referred to as “speed,” “meth,” and “chalk.” In its smoked form it is often referred to as “ice,” “crystal,” “crank,” and “glass.”
Drug and Alcohol Programs
Southern Union offers services to prevent the illicit use of drugs and the abuse of alcohol by the students and employees. The College provides services related to drug use and abuse including dissemination of informational materials, educational programs, college disciplinary action and referrals to local agencies for counseling.

SUBSTANCE ABUSE DISCIPLINARY ACTIONS
Southern Union State has the responsibility to protect its integrity and to insure that the rights and privileges of the College Family, as well as the community-at-large are not violated by the actions of an individual or groups of individuals. In the event an employee violates the drug and alcohol policy or receives a conviction as describe earlier, the respective employee shall be subject to appropriate disciplinary action which may include, but not termination of employment. Southern Union State Community College shall also reserve the right to require said employee, as a condition of continued employment, to satisfactorily complete a drug treatment or rehabilitation program of a reasonable duration and nature.
DRUG PREVENTION PROGRAM
Purpose – SUSCC’s Drug Free Campus Policy is based on the following: Objectives:
- To maintain a safe and healthy environment for all students and employees.
- To minimize accidental injuries to persons or property.
- To minimize the absenteeism and tardiness of employees
- To improve the educational performance of all students.
- To identify resources for alcohol or substance abuse rehabilitation for students and employees, when appropriate.
- To comply with the Federal Drug-Free Workplace Act of 1988, the Drug-Free Schools and Communities Act Amendments of 1989 and other applicable legislation.
- To adopt and implement a program to prevent use of illicit drugs and abuse of alcohol by students and employees, and
- To promote an educational environment free from the abuse of alcohol and use of illegal drugs.
STUDENT CODE OF CONDUCT
Rules and Regulations
A student is subject to disciplinary action by the College, up to and including dismissal, for misconduct occurring on any property owned or controlled by the College, or off campus at any function which is authorized, sponsored or conducted by the College, or in parking lost adjacent to areas or buildings where College functions are being conducted. Such misconduct shall include but is not limited to the commission of or the attempt to commit any of the following offenses. The following (1-16) are prohibited and apply to all College property including residence halls and off-campus activities. Discovery of an offense will result in disciplinary action, which will typically be probation for one calendar year. The second violation of any rule (1-16) will result in suspension and/or expulsion from the College and/or the residence hall. If, in the opinion of the Dean of Students, the violation of rules 1-16 is sufficiently serious, suspension/expulsion from the College/residence hall is possible on the first offense.
- Gambling in any form.
- Pets
- Open element electrical appliances and microwave ovens.
- Solicitation and sales without permission from Coordinator.
- Weight-lifting apparatus.
- Excessive noise determined to be disturbing to other residents.
- Dartboards, darts, or any type of throwing knives.
- Smoking inside campus buildings.
- Use of profane language or verbal abuse toward any College employee.
- Violation of residence hall visitation rules as published in College Catalog, residence application, and student agreement form.
- Candles, incense, or other flame-emitting articles in the residence hall.
- Splicing into or otherwise “tampering” with existing electrical wiring in the residence hall.
- Misuse of residence hall keys or outside entrance keys by loaning personal keys to another person or by duplicating keys.
- The display of alcohol or drug-related materials including pictures, posters, or empty containers.
- Lewd, indecent, obscene behavior or expression. (This offense includes the use of verbal or symbolic expressions, which could be interpreted as insulting to one’s race, gender, religion, national origin or disability.)
- Unauthorized possession of College, state or federal property or supplies.
The following rules (17-27) will merit automatic disciplinary suspension or expulsion from the College and the residence hall.
- Intentional misuse of any College fire alarm or fire-fighting equipment.
- Possession or use of alcoholic beverages in the residence hall, all other areas of the campus, or at any off-campus function sponsored by the College.
- Failure to promptly comply with directions of College officials or law enforcement officers acting in the performance of their duties as such officials and officers.
- Theft or intentional damage to property of the College or to the property of any members or visitors of the College community. Theft includes unauthorized use of cable service.
- Actual or threatened physical abuse of any person, including hazing or any other act, which endangers the health or safety of any such person.
- Use, possession, sale or distribution of drugs, as outlined by the statutes of the State of Alabama, except as expressly prescribed by a physician. In an effort to ensure a drug-free campus, the College reserves the right to use trained dogs to search for contraband substances.
- Use, possession, or distribution of firearms (including pellet guns and air rifles), ammunition, fireworks, and incendiary or any type of explosive device or material.
- Disorderly or disruptive conduct, including rioting, inciting to riot, assembling to riot, raiding, inciting to raid and assembling to raid College properties. This includes unauthorized interference with the use of or access to College facilities. This offence also includes in-class behavior which unduly disrupts the order of the respective class or any behavior determined to be disruptive to the educational process. Participants are defined as those persons actively engaged in the action.
- Violation on campus of any federal, state, or local laws.
The following rules (26-29) will merit automatic “F” in the course(s) and/or suspension from the College.
- All forms of dishonesty including cheating, plagiarism, and furnishing false information to the College.
- Forgery, alteration or misuse of College documents, records or identification.
- Unauthorized entry to or use of any College facility.

F.CAMPUS CRIME STATISTICS
The following are statistics relating to incidents occurring on the main campus of, any branch of, or any other site operated by, Southern Union State Community College for calendar year 2008.
For the purposes of this report, the definitions expressed below shall apply. These definitions are consistent with those used by the U.S. Department of Justice in the Uniform Crime Reports published by the Federal Bureau of Investigation. The classification by the College of any criminal offense which occurs on campus shall be based on its designation by the investigating law enforcement agency, as opposed to the determination of a court, medical examiner, coroner, jury, or other judicial body.
1. Definitions
- Murder (including nonnegligent manslaughter) is the willful killing of one human being by another. Not included in this classification are deaths caused by negligence, suicide, or accident, or justifiable homicides. (Attempted murder and assault to murder shall also be excluded, but will be classified as "aggravated assaults as defined below.")
- Rape is the carnal knowledge of a female forcibly and against her will. Assaults or attempts to commit rape by force or threat of force are also included; however, statutory rape and other sex offenses are excluded from this classification.
- Robbery is the taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear.
- Aggravated Assault is an unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. This type of assault is usually accompanied by the use of a weapon or by means likely to produce death or great bodily harm. Attempts to injure or kill are included in this category.
- Burglary is defined as the unlawful entry of a structure to commit a felony or theft. The use of force to give entry is not required to classify an offense as a burglary, so long as the entry was unlawful.
- Motor Vehicle Theft is defined as the theft or attempted theft of a motor vehicle. This offense includes the stealing of automobiles, trucks, buses, motorcycles, motor scooters, snowmobiles, etc. It does not include the taking for temporary use by a person having lawful access to the respective vehicle.
- Arson is defined as any willful or malicious burning or attempt to burn, with or without intent to defraud, a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc.
Reporting of Criminal Incidents at Off-Campus Student Organizations
College staff members are present at all College sponsored off-campus student activities. All personnel supervising these activities are aware of the College's responsibilities in monitoring and reporting criminal activity to local police agencies and the Dean of Students.
G.ARREST STATISTICS RELATING TO ALCOHOL, DRUGS, AND WEAPONS
1. Definitions
The arrest statistics stated in this section are subject to the following definitions:
- Arrest is the lawful detention by a person with arrest powers of a person who there is probable cause to believe violated one of the offenses covered in this section.
- A Liquor Law Violation is an act or omission committed in violation of an ordinance or statute designed to control the possession, sale, distribution, or usage of an alcoholic beverage or beverages.
- A Drug Abuse Violation is an act or omission committed in violation of an ordinance or statute designed to control the possession, sale, distribution, or usage of those items categorized as illicit drugs, controlled substances, or illegal drug paraphernalia.
- Weapons Possession shall be the illegal possession or control of an item designated as a "weapon" by ordinance, statute, or case law.
H.COLLEGE POLICIES ON POSSESSION, USE, AND SALE OF ALCOHOLIC BEVERAGES AND ILLEGAL DRUGS.
Alcoholic Beverages:
Intoxication or display or possession of alcoholic beverages and the use or display of such in the residence halls and all other areas of the campus (this includes empty or full alcoholic beverage containers) is prohibited.
Illegal Drugs:
Use, possession, sale or distribution of narcotic or dangerous drugs, as outlined by the statutes of the State of Alabama, except as expressly prescribed by a physician, is prohibited.
